Dawood added that lowering the salaries of the higher grades is a first step among the necessary financial proposals, given the economic situation, the financial wage, and oil that cannot secure the salaries of employees.
He explained that any future reform law does not affect the owners of limited income or earnings, but rather includes the higher grades of employees and does not exceed 10%, which is the beginning of reform, and this law or project is not sufficient to overcome the crisis, and there is a reform package in the administrative side and encouraging internal and external investment.
Dawood continued, "We inherited a flaccid country with six million employees and retirees."
He pointed out that the coming days will witness a comprehensive review of the file of appointing of thousands of job grades.
He pointed out that we are facing an ethical responsibility to ensure the salaries of employees, stating that the second stage of reforms encourages domestic investment and seeks a balanced case between the state's basic oil revenues and stimulating the internal market and internal and external investment.

Regarding the strategic dialogue with the United States of America, which begins on June 11th, he said that it is a dialogue, not negotiations, and it will cover all sectors, and not be limited to the security or military sector, and the beginning of the dialogue will be with the Ministries' Undersecretaries.
He said that Iraq seeks open relations not only with the United States, but balanced relations with all of Iran, Saudi Arabia, America and others.
